To achieve this objective we analyze academic works dealing with theoretical and empirical studies of private health spending.</p></sec><sec><title>Results</title><p>Results. From the analysis the effects of private health spending determining national health financing policy, significant discretionary (breadth and depth of social healthcare system, public health expenditure, regulatory measures on cost sharing, paid medical services, voluntary health insurance) and non-discretionary factors (relative health services price, income and its distribution, age structure, level of education, political preferences) were highlighted.</p></sec><sec><title>Conclusion</title><p>Conclusion. In developed countries priorities of health private spending regulatory policy now are ensuring accessibility of essential health care and preventing consumer’s moral hazard. The most significant discretionary factor influencing the share and amount of private health spending is the management of state guarantees of free medical care; the most significant non-discretionary factor is the income and its distribution.</p></sec></abstract><trans-abstract xml:lang="ru"><p>Уровень частных расходов на здравоохранение в современных развитых странах существенно различается в зависимости от целей государственной политики, выбранных инструментов регулирования, а также общих социально-экономических условий.</p><p>Целью настоящего исследования является анализ ключевых детерминант частных расходов в здравоохранении.</p><sec><title>Материалы и методы</title><p>Материалы и методы. Для достижения указанной цели был проведен анализ научных работ, посвященных теоретическому и эмпирическому исследованию частных расходов в сфере здравоохранения.</p></sec><sec><title>Результаты</title><p>Результаты. В результате анализа выделены последствия частных расходов, определяющие выбор государственной политики финансирования здравоохранения, наиболее значимые дискреционные (охват общественной системы здравоохранения, размер государственных расходов на здравоохранение, регулирование участия в оплате, платных медицинских услуг, добровольного медицинского страхования) и недискреционные факторы (относительная стоимость услуг здравоохранения, доход и его распределение, возрастная структура, уровень образования, политические предпочтения).</p></sec><sec><title>Заключение</title><p>Заключение. Приоритетными задачами политики регулирования частных расходов в развитых странах на сегодня являются обеспечение доступности жизненно значимой медицинской помощи и предотвращение недобросовестного поведения потребителя.
